Synchronization rights are not the same as performing rights. Your deal with ASCAP, BMI, etc. gives you performing rights but not sync rights. Sync rights allow you to synchronize the music and the program for showing. No it's not a piece of legislation, but a court case back in the 1940s recognized these kind of rights.
