I got in on this thread a little late, so forgive me if someone has already brought this up...

Our Xerox rep was telling me about a joint project between Xerox, Cornell, and the CCC (I think those are the participants!) in which an automated system is being developed that will allow libraries (or other entities) to scan and store copyrighted documents and allow output of documents by end-users. The "new" feature of this system is that it tracks each instance of output and periodically reports this to the CCC, which then bills the institution, much like the CCC's transactional reporting service does now. Maybe someone else knows more about this effort than these sketchy details?

The biggest question in my mind about such a system is how to charge back costs to the users. We don't pay for the zillions of photocopies of reserves our students make now and we're not likely to start paying royalties, either. Actually, maybe the big question is why our students would want to pay royalties to use such a system when they can make their own "fair use" copies, at a nickel a page, of photocopies placed on reserve (which, of course, would have to adhere to our reserve copyright policy before being placed on reserve!)
