The Copyright Policy Task Force of the Triangle Research Libraries Network in Durham, Raleigh and Chapel Hill, North Carolina would like to announce the availability of a revised version of its "Model University Policy Regarding Faculty Publication in Scientific and Technical Scholarly Journals." The policy with its accompanying background paper and review of the issues was developed as part of a cooperative information resources planning project with grant support from the Council on Library Resources, Washington, DC.
The model policy would encourage the authors of scientific and technical articles to publish in journals supported by university presses, scholarly associations, or other organizations sharing the mission to promote widespread, reasonable-cost access to research information. When this is not possible, the policy suggests the use of an "Authorization to Publish" license form by which copyright is retained by the author. The model policy is based on the assumption that copyright will need to reside in the academic community if research universities are to continue to provide affordable access to the research information their faculty produce, especially as we move towards electronic dissemination of research reports.
