Theses

About two weeks ago there was some discussion about the question of students theses (MS PhD) being private records and therefore unavailable to copy withou permission for each occasion. As a new Dean of the Graduate Student Services Program at the Univ of Minnesota I would like some help. What was the bottom line on this Office of Education Decision.
