My understanding is that synchronization rights are required to use elements
of audio or video tape in a new creation. Most library-purchased video tapes
hopefully include the purchase of performance rights, but do not address
synchronization rights. In addition, the copyright guidelines for print
specifically prohibit creation of anthologies, which editing segments of a
video tape would parallel. In my role as a media administrator, I have
required permission from the copyright holder for any use of commercial
materials such as you describe. I am interested in hearing other
interpretations that follow.
