You are correct that videodisks would permit the instructor to select excerpts
from the film on an ad hoc basis without physically duplicating the original.
Selection and control capabilities would include selection by frame numbers,
creating a barcode retreival for the excerpts desired, or use of a PC via
programs such as hypercard, toolbook, voyager video drivers, etc. to permit
simple, rapid access to the excerpts desired. I noted in a previous response
to this issue that creation of a tape of excerpts would in my mind not be
permissable since the critical elements of the piece were being duplicated,
and that use of materials in this manner falls under the category of
synchronization rights which are controlled by the copyright holder and are
not included in sale or rental of videotapes as possible with public
performance rights.
