Re: fair use of videotapes

In my department, we examine each request to copy excerpts individually. I feel the action is permissible in many cases. Specifically, it must be in direct support of instruction. They must own original copies of the material, and it must meet the 10/10 rule (no more than 10% of the original materials can compose 10% of the final production). In my opinion, these actions fall clearly inside the fair use boundries.
