Usually you do. For book publishing it's common for an author to assign
the rights to the article to the publisher, who then transfers certain
rights back to the author (to publish the text in other forums, etc).
The publisher then assumes certain responsibilities for that article,
i.e. seeing that the copyright notice is included in the published work,
sometimes takes over licensing to other publishers, etc.
For some magazines and newsletters the formal assignment of rights may not always take place, but you definitely have to check with the magazine publisher to be sure what the arrangement is.
