Not anymore, at least since we joined Berne. Besides, prior to Berne,
putting 1995 was considered worse than putting 1991 - presumably
because it was an attempt to extend the copyright. As I think I
indicated in my prior message though the statute is reasonably
clear - that it only applies to pre-Berne works. Berne works
don't enter the public domain unless you affirmatively dedicate
(assign) them there.
