Yes, it's true. I'm the one that wondered whether a consortium of
interested parties on "electronic reserve rooms" would be
warranted. This suggestion, and suggestions from several others
led to a lively discussion on CNI-Copyright last fall. I had
suggested a consortium because a joint effort would be less redundant
and would communicate more interest and importance to publishers than
would individual projects.
Apparently there _is_ no such defined group as yet, although several interested parties got together at the Fall 1993 Task Force Meeting of the Coalition for Networked Information on November 20, 1993. Paul Kobulnicky (knicky[_at_]vms.cis.pitt.edu) or Ronald Naylor (rnaylor[_at_]umiami.ir.miami.edu) may want to comment on that meeting.
As many of you know, the Copyright Clearance Center (CCC) is a not-for-profit organization set up to facilitate legal access to copyrighted materials. If any of you have specific electronic projects for which CCC could seek publisher authorizations to "copy", we would be interested.
