Posting the paper to a public bulletin board does not make it public
domain. The author gained the copyright when the information in the
paper is produced in a tangible form, typing it to paper. The author
should include a copyright notice to the bulletin board posting.
The posting to the sandbox is a distribution method. One the author uses so colleagues can read a work-in-progress. Its no different from making a hundred copies and mailing them around the country.
The author is still free to assign the copyright to the publisher, but, I've read here that only an amateur or academic would needlessly surrender copyright to a journal publisher.
Naturally, this makes to much sense to me and is probably completely wrong.
