Depends on the software. Some manufacturers will insist on individual copies for each machine. Others will permit you to install the software on a server but will specify that no more than a certain number of people may be using the software at any given time. Still others will sell you a site license permitting some larger number of users, or permitting installation on a large number of nodes. In an office your size this is probably not going to be a cost effective option.
But the short answer is to check with either the vendor or the manufacturer and verify what you have been told by reading the license that comes with the software carefully.
