Copyright Reform Act, 1993

In his copyright FAQ, version 1.1.2, Terry Carroll says that the Copyright Reform Act of 1993, if passed by Congress, would remove the requirement for copyright registration prior to bringing suit and would remove restrictions on statutory damages. Did the 1993 act pass? If so, did it in fact make those two changes?

Also, I confess that I deleted the instructions for retrieving Carroll's FAQ. Can someone give me the instructions for retrieving it on Gopher?
