CIA Factbook

The CIA Factbook is presumably a product of the U.S. government, and as such, is uncopyrighted by virtue of 17 USC 105.  

The only very slim possibility I can think of is if it was actually produced by an independent contractor _for the CIA (rather than _by_ the CIA), in which case the contractor may hold copyright. But I think that that's unlikely.
