Our provincial government frequently contracts for publications work. We have clauses that state that all original materials produced under the contract are the property of the government, but we also require contractors to sign copyright waivers. In addition, because we never know how we will end up using things, all non-employees who work on a project (including subcontractors to the primary contractor) need to sign moral waivers.
