Kenneth Crews' book, Copyright, Fair Use, and the Challenge for Universities: Promoting the Progress of Higher Education", Univ. Chicago Press, 1993, has both the texts of Sections 107 and 108 as well as the Congressional Report, the Contu Guidelines, and the ALA Guidelines, all in one place. While his book does not specifically address images, it does lay a solid foundation for understanding the scope of the copyright law and various interpretaions.
