music & fair use

  My high school produces a video yearbook which we sell to students. I know any music we use must have copyright permission. However, is there any provision in the copyright law for using an insignificant portion--say 20 seconds of a 3 minute song? How about clips from a network news show? Can we include a collage of the year's highlights taken from various sources? Generally we have had no touble obtaining permission. Do we need to ask?
