Really? 2 says that a compilation copyright must exempt this doc, while 3 says that copyright on a 'nearby' work must mention it does not cover this doc. An example might be a book's copyright notice that specifically mentions that chapter N is copylefted.

Also, to the response that 'copyright notice' is a very restricted statement, 'copyright notice' usually means 'copyright <license> notice'. I guess you haven't read and 3000 word software licenses lately.
