Longer life expectancy and WIPO

I deleted a post this morning where someone was asking about the relationship between the extension of copyright term and longer life expectancy. If that's the reason for extending the copyright term, then surely the longer life expectancy being considered would be the author's heirs, not the author, wouldn't it?
