For the CFR, try gopher gopher.netsys.com, under counterpoint, publishing

My source is a list of gov't sources by gumpbw[_at_]vm.temple.edu recently posted to alt.politics.usa.misc (23 Nov 1993). MY gopher server is down, so I can't verify this. It has many other goodies. I don't have an on-line copy anymore, ask the author.
