The US PTO has a BBS where you can leave a message. I have found
them somewhat responsive, although not as much as, for example, NTIA.
You can reach the BBS through FedWorld, itself a terrific resource for
government info. The number is 703-321-8020. Go into the Gateway to
other BBS's. The PTO-BBS is number 116 on their dialing list.
