The patent office can be reached by a couple of different methods, neither is very complete, though.
The most information is found on their BBS, which can only be reach by either direct dial (703-305-8950) or by telnet to fedworld.gov, then through the gateway to PTO-BBS. The information here is good, but if you telnet in you may have a difficult time transferring files.
The other method is ftp to ftp.uspto.gov. There is a limited amount of information on this site. I spoke to one of the system admins there just yesterday, and it was suggested that anyone interested in expanding the availability of patent office info contact Art Purcell and Jim Moriarty at uspto.gov. Mr. Purcell is the project manager there and Mr. Moriarty runs the bbs system, from my understanding.
For the information that you are looking for specifically, I would go through the fedworld system. There are a few "phonebooks" available online. I am sure the person that you would need to talk to has a number that is listed.
