At Reed we've tried to design a system that encourages the individual to accept responsibility for complying with the copyright law without making our library, media services, or print shop become the copyright police. Since compliance is dependent on the individuals' willingness to participate in the process, the process we have in place provides faculty, staff, students with a one-stop center for processing permission requests. If the system is too restrictive or the process complicated and time consuming, the individual is likely to resort to tactics to hide the use of copyrighted material (but still leave the College liable). We stress education of our community to the vagaries of the copyright law through periodic seminars with faculty, articles in the campus newsletter, and discussions with individuals. Then this office takes over the labor of permission seeking, alleviating the burden from those who would not place it in as a high priority.
