   I have sent a similar message to other listservs (mostly library related) and someone suggested querying this listserv.

   Regarding copyright compliance...

  1. As a borrowing library, I may request only five articles (published w/in the last five years) per year from any given title. Is this true? I was under the assumption that the five article limit applied to each subscription, so that when library A had reached the limit in borrowing from library B, library A could then request up to five more articles from library C. Is this a false assumption?
  2. As the lending library, I have any obligation to monitor whether an institution has exceeded sitution 1 (above). Is this a fair assumption?
  3. If a borrowing library has exceeded the five-copy rule (if the first assumption in situation 1 is, in fact, true), to whom are royalty fees generally paid (Copyright Clearance Center? the publisher directly?) What is the average per-copy royalty fee?
