I understood that the CCC was established in the late 70's by the publishing industry as a response to the 1976 Copyright Act in order to provide a mechanism for rights administration and royalty collection for certain specific usages (e.g., how many copies can a library make from a specific periodical before it goes beyond "fair use"). With advances in technology (e.g., electrostorage, explosion of the use telefax and desktop scanning), the CCC has asked for expansion of the rights it can administer from the publishers and the other copyright holders it represents.
I thought that the action against Kinko's -- which dealt with the unauthorized use of copyrighted material in commercially prepared "coursepacks" -- was initiated after the CCC had been formed.
