     Interesting point and question. The future of the scholarly research journal clearly is tied to developing technology and the ability to deliver individual articles to users rather than publish entire journal issues.

     Another point worth examining is whether universities directly or through their university presses may start publishing via electronic networks scholarly articles produced by their faculty. Traditional publishers argue that they provide valuable services such as peer reviewing, editorial work, and the like. An interesting argument, but the publishers themselves don't do the peer reviewing, other scholars do. Publishers just facilitate getting it done.

     Is it possible that peer reviewing will be done by the world as articles are made available over the internet?
