GATT, Berne Convention and Copyright

As an educator, not a lawyer, I am forced by the nature of my position to, like so many others, make judgement calls on fair use and use of media.

The Berne Convention cleared up any misconceptions on international shareing of copyrighted works, and yet I now hear that GATT will complicate the issues of fair use of copyright on the international level.

Anyone clear on what GATT will do or includes as to copyright on the international level?
