Copyright act of 1994

Hello-

I am a senior majoring in journalism at Pacific University in Oregon. For my journalism law paper, I am researching the current copyright law and how it affects data that comes off of the internet. In doing my research, I found that there is a new copyright act that is in the works. Clinton was to have submitted this act as of July 7, 1994. I would like to get a copy of this act for my research paper. Can you help me? I look forward to your response.
