There was a book called "Constraint by Copyright" concerning use of copyright to restrict access to material which is not supposed to be copyrighted, such as speeches made by politicians as a part of the floor debates.

I don't have the author but the book was at the Intelectual Property Room of the Main branch of the Los Angeles Public Library before it suffered a tragic fire.
