It is NOT, emphatically NOT, an "Act." The NII Task Force issued a report on copyright and computer networks which included some recommended changes to the copyright laws. They published the report for comments; you can get a copy by e-mailing nii-ip[_at_]uspto.gov (among other ways). So far, to my knowledge, nothing else has been done.
