There was a Copyright Reform Act of 1993, which was passed by the House H.R. 897) in Nov. 1993, but it died in Senate subcommittee.
H.R. 897 originally had a companion Senate bill, S. 373, but it was trimmed so that about all it did was eliminate the CRT. It was passed by both houses in 1993. H.R. 897 was trimmed to just the material that did not pass in S. 373, but never gained a new Senate companion.
