DIALOG just became "the first online service to implement the (U.S.) Copyright Clearance Center's 'Electronic Uses License Program'" through its new DIALOG ERA service, which probably will accomplish what you're seeking. Hopefully DIALOG won't mind this particular copyright infringement...
