request for help

     First of all, I would like to quote a paragraph from the Uruguay Round Agreements Act - Statement of Administrative Action - (page 323) ;

   "Before the United States adhered to the Berne Convention    in 1989, Congress determined that the United States was in    compliance with Article 18 of the Convention but called for    further study concerning whether to restore copyright    protection to works from Berne Union member countries that    had fallen into the public domain in the United States."

     From the paragraph mentioned above, I surmise that there are Congressional report or something on the restoration of copyright. I would be very much appreciated if someone advise me where I can find relevant materials.
