HR 897, the Copyright reform legislation introduced by Sen. Hughes, was passed by the House on 11/20/93, and then incorporated as Title II of HR 4307, also introduce by Sen. Hughes, and also passed by the House on 9/20/94. The Senate companion legislation, S 373, never got out of committee
