This is with regard to software.
Say you are from a 'poor' country. You managed to negotiate with a giant software house to sell their product at good prices .. better pricing than the company sell to other distributors.
Can you export it and sell it to a 3rd country?
What if another company buy it and re-export it?
The software is a high-end product, not for normal/casual users. Would this make any difference?
