It has been the experience of the not-for-profit Copyright Clearance Center, whose Academic Permissions Service (APS) now processes nearly 275,000 classroom use requests per year, that centralization can help the process of obtaining permissions. Whether the consolidation is on-campus or off-campus seems to make less difference than having some person(s) available to faculty who can set up procedures, answer faculty questions and streamline the flow of information.
Sandy Wong's point about the AAU report on options for ownership of rights is part of an important ongoing discussion but may not be helpful in trying to meet permission needs right now. The reality is that when you need to get permission, you need to get it from the current owner and the tracking of that ownership is one of the critical jobs of CCC and the APS.
