I would like to know where you got the 1% number (see below). It was my understanding that West publishes nearly 100% of the cases the district court judges ask to publish and nearly 0% of the rest. This is what was stated during the 1988 West-Mead trial at which your firm was counsel for West.

Where do they get these numbers.
