   The Administrative Office of the Court proposed one in 1991. The States of Louisiana, Colorado, Wisconsin and Florida have done something about this or are trying as we speak. British Columbia and the Military Court of Appeals began paragraph numbering last year. The American Association of Law Libraries and the American Assocation of Legal Publishers are working on this. The national bar association is moving at the speed on an iceberg on this. West is extremely active in all these venues, in opposition.
