INTRODUCTION
ELVIRA 96 will be the third in a series of highly successful international conferences on Electronic Library and Visual Information Research. Previously we have been delighted to welcome speakers from leading research institutions, the IT industry and publishing. Papers have covered a wide range of topics, including copyright, visual information retrieval, electronic journals, networking and end user issues. The breadth of research activity brought together at ELVIRA illustrates the importance of the electronic or virtual library to librarians, publishers and the academic and research community.
ELVIRA 96 will build on the themes established in the two previous conferences, covering both technical and socio-economic aspects of the electronic library, as well as providing a forum for the discussion of new areas of development in this fast-changing field.
The conference will again bring together individuals from academia and industry who are involved in the research and development of electronic library theories and systems. Due to the multidisciplinary nature of electronic library development, researchers in other related areas will be invited to discuss their work in the context of the electronic library.
WHO SHOULD ATTEND
The conference will be of particular interest to researchers in university departments of Library and Information Science and Computing who are actively involved in investigating the areas outlined in the programme and other related topics. Research students will be particularly welcome.
Practising librarians will gain an awareness of developments at the leading edge of library and information research, and will be able to consider how these might affect or enhance their own working environment. This has particular relevance in UK to academic librarians in the post-Follett era and in Europe in the light of 3rd and 4th Framework Library developments.
For publishers, the conference will provide a useful forum for increasing knowledge of current thinking and latest developments in the delivery of information and implications for the use of electronic publishing and associated issues of copyright, access and charging mechanisms.

The electronic library or virtual library represents one of the most important research areas in Information Sciences and Librarianship. The Conference brings together individuals from both academia and industry who are involved in the R&D of electronic library theories and systems. Due to the multidisciplinary nature of electronic library development, researchers in other related areas are also welcome to discuss their achievements in the context of the electronic library. Research students are encouraged to present their findings. The Conference will cover both technical and socio-economic aspects of the electronic library, which will be addressed at both theoretical and application levels. Possible topics for paper submission include but are not limited to the following:
Electronic library theory and systems: Electronic library models, Electronic library and other related concepts, Electronic library systems.
Information networking: Electronic document delivery, Networked information retrieval (GOPHER, WAIS, WWW), Protocols(Z39.50, SFQL), CWIS, High speed networks for image and multimedia communication
Image processing, graphics and visualization: Document image processing, Digital fine-art collections, Digital video, virtual reality .
Information retrieval: Neural networks and fuzzy systems in information retrieval, Retrieval using parallel computers, Indexing and retrieval of images and multimedia objects, Information filtering, conceptual retrieval.
