I've got to learn not to trust my vague memories. The text of the sections describing notice (sections 401 and 402) state exactly the opposite of what I stated above. For example, section 401(a) begins:  

     Whenever a work protected under this title is published in the
     United States *or elsewhere* by authority of the copyright
     owner, a notice of copyright as provided by this section may be
     placed on publicly distributed copies from which the work can be
     visually perceived, either directly or with the aid of a machine
     or device.

(my emphasis added.)

This means that the remainder of my message was a nice traipse down the wrong road. I apologize for the misinformation -- the excitement of the Indians winning Game 3 of the World Series must have gotten to me. <g>
