• That if there is potential use beyond the trial we will need some sort of licencing agreement which permits the main partners to use it and protects the interests of information providers. One possible problem here is addressing what is meant by a user or site licence given the issue of distribution over net-works etc.

Addressing ownership robustly for objects-made-of-bits is a deep problem indeed, far deeper than the scant interest the telecom industry has given it to date.
