The Statutory Instrument giving effect to the EU Directive to extend copyright to 70 years has not yet been issued. A draft for comment was circulated some months ago, and numerous comments were received back. The British Government is now considering these. No one seems to believe any new SI will be issued for many weeks. As a result, the UK will be in breach of its obligations under the Treaty of Rome to implement the Directive on time, but since we are so often in breach of the Treaty for this reason, that's nothing special.
