Draft Cprt. in Lib'y Docs

Attached are two generic (ascii) versions of draft Web documents addressing archiving and lending in the electronic environment. I recently revised them to incorporate discussion of the NII TF recommendations for changing Section 108, etc. I would appreciate any comments.
