ACRL Electronic Reserves Discussion Group Meeting Notes

The meeting was called to order by Jeff Rosedale and all in attendants were given an opportunity to introduce themselves and report on their electronic reserve interests or activities. Altogether, approximately 75 people attended the meeting.

Terry Noreault, Director of Research at OCLC lead the discussion concerning OCLC's products geared towards electronic reserves and the company's general approach to the field. OCLC recognizes that copyright is an issue that libraries who wish to launch e-reserves projects using their products. OCLC is also attempting to assess costs of e-reserves projects so as to better understand how to price related products (SiteSearch, WebZ). OCLC is working with EBSCO to deliver full-text journals to libraries. At the same time, they are trying to discover what local or other collections of full-text already exist, and if there are over-lapping archives.

David Taylor reported on the recent SPEC Kit survey of reserves projects and plans at ARL libraries. He discussed highlights from the survey responses, and noted that Mary Jackson will report the publication date of the SPEC Kit on the ARL-ERESERVE list when it is decided.

Jeff Rosedale has included a good deal of information on his Web page at: http://www.columbia.edu/~rosedale/ The page now contains links to more than 50 e-reserve sites, although most have restricted access to their collections. Jeff is interested in collecting electronic reserve URLs, or any reports or statistics from the field, and invites group members to send him information to add to the page and/or suggestions for improvements. Mary Jackson or ARL reported on the current status of the fair use guidelines for electronic reserves, organized by CONTU. Twenty issues were defined at the Conference on Fair Use, and five topics were defined for development of guidelines: Electronic reserves; Distributed education; Visual images; Multimedia and Interlibrary loan. Mary Jackson is drafting the guidelines for Electronic reserves.

Small working groups have been formed to work on the draft which was developed over the fall months, after the July draft was widely distributed. Publishers have issues that are not easily resolved in light of the fair use guidelines in existence currently, and the practice of fair use developed in educational institutions. Mary Jackson and Kenneth Crews will share the draft for 1996 when it is prepared, via the ARL-ERESERVE discussion list. It will be finalized for the February or March meeting of the group, and will be circulated for endorsements for 6-9 months. Some preliminary details of the new draft were discussed with the group, and there was general agreement that new language afforded a siginificantly greater degree of flexibility in implementation at individual sites; the new draft remains strong on the need to limit access to electronic reserves information and protect its integrity.

Mary asked if participants of the discussion group would be interested in copyright workshops, and the response was positive. The most favored means would be to hold workshops in conjunction with ALA conferences, and via teleconferencing technology.

The next meeting of the Discussion Group will take place on Sunday, July 7 in New York- the time has been changed to 4:30-5:30 to avoid conflicts with other meetings. At the next meeting, a new chair will be selected for a one-year term.
