question about our information service

I'm working as a graduate assistent at a documentation center in the University of Illinois. Currently our Center maintains a database that can be searched either through our WWW homepage or by delegating the request to us and we will then conduct the search for the client. The documents come from publicly published sources as well as manuscripts and other informal sources. We did not try to get copyright permission from the original owners. For some requests, we also offer hard copies if required. Our charging policy is based on the fee-recovery principle. For our www site, it is free. Recently our boss questioned about the possbility that we might violate copyright law or regulations. Because of this, we are hesitating to provide this academic oriented service. Please help us get a correct answer to this question. Thanks a lot!
