CARL UnCover pays copyright royalties to the owner of the copyright - usually the journal publisher. Some publications only obtain "first North American serial publication" rights - there was a big hullaballoo over UnCover (and other document vendors) sending the royalties to the publisher - who really didn't own the right to collect royalties.... now, UnCover has made arrangements to send those payments to authors where appropriate...
