Cost analysis. The amount of royalties collected with the extension far exceeds the amount of additional rights they will have to pay for.

These song licensees are not large users of the public domain. They are already paying blanket licences, song clearances as a matter of business. My assumption is they do not feel this is a significant monetary issue for them.

One would think publishers who publish public domain books would benefit. However, they will not take a stand because they also work with copyright owners. Certain groups serve two masters. Possibly this applies to song licensees.
