Bookstore vs Library

I am new to this forum and this question may have been addressed before. I am the copyright coordinator for a college bookstore and we are presently looking into working with our campus library in securing copyright permission to reproduce material for classroom use. How and why do the laws differ for college bookstores vs libraries? Why do copyright owners differentiate between the two? Does a library have free license to copy material for students? Please let me know as specifically as you can as to these answers.
