It depends on whether you are showing a rented 16mm film or a videotape. Usually, rental of 16mm films includes public performance license in the rental fee. On the other hand, videotapes are usually "For Home Use Only" so you would need to get permission from Disney before showing at a fundraiser.

It sounds like you're referring to section 110(4) which allows live performance without commercial advantage to anyone. Note that this exception to enforcement of the performance right is limited to performance given directly by live performers, playing of phonorecords, or by a receiving apparatus. It appears that the showing of an audio visual work such as a Disney movie would not fall within any of the section 110 exceptions for performance right.

I assume that you're talking about showing a publicly-purchased (or borrowed from the public library) VHS copy of the Disney film. BIG, BIG violation of copyright law and Disney is one of those companies which have no qualms about nailing violators, no matter how "worthy" their cause. Don't do it.

If this is a Disney film purchased or leased through an educational library, check with the library for whatever rights you need. They may or may not have them. If they don't, again don't show the tape without proper permission.

Disney has historically always prohibited the use of their films for certain uses, such as Saturday showings in schools in excess of 50 minutes. In 16mm they do allow non-college institutions to charge admission to certain films for fund raising purposes. I doubt that they would allow you to use a purchased VHS for fund raising purposes.

You should contact Disney's 16mm non theatrical distributor, Kit Parker Films, at 408-538-5838, for specific details of Disney's policies.

You need to call Disney's distribution company, Buena Vista, either to rent a print or to obtain a license. They probably have an office in Dallas listed in the phone book.
