I don't know the thesis of your report, but not everyone is opposed to the basic concepts of the white paper. Check out the site for the Creative Incentive Coalition: "http://www.cic.org" And remember, the white paper is only the Commerce Dept.'s suggestion... what Congress passes is what will be the U.S. law -- and that is distinctly different than the white paper.
